نقش مدیریت منابع انسانی در عصر هوش مصنوعی: چارچوبی برای توسعه سرمایه انسانی، یادگیری سازمانی، سلامت کارکنان و حکمرانی داده در نظام سلامت

Abstract

هوش مصنوعی مدیریت و ساختار سازمان‌ها را دگرگون کرده است؛ با این حال، شواهد نشان می‌دهد که شکست بسیاری از پروژه‌های تحول دیجیتال نه از نقص فناوری، بلکه از ضعف فرهنگی، کمبود مهارت و مقاومت کارکنان نشأت می‌گیرد. مقاله حاضر با بازنگری در نقش مدیریت منابع انسانی، چارچوبی یکپارچه برای توسعه سرمایه انسانی، یادگیری سازمانی، سلامت کارکنان و حکمرانی داده در عصر هوش مصنوعی ارائه می‌کند و این چارچوب را به‌طور خاص در بستر نظام سلامت — بیمارستان‌ها، دانشگاه‌های علوم پزشکی و سازمان‌های ارائه‌دهنده خدمات بهداشتی — تبیین می‌نماید.
در این پژوهش مفهومی، با تکیه بر نظریه سرمایه انسانی، رویکرد منبع‌محور، قابلیت‌های پویا و ادبیات حکمرانی داده، نقش مدیریت منابع انسانی از یک واحد پشتیبان به پیونددهنده راهبردی میان فناوری، انسان و داده ارتقا یافته است. استدلال اصلی آن است که موفقیت هوش مصنوعی در محیط‌های بالینی و مدیریتی نظام سلامت، بیش از آنکه به الگوریتم‌ها وابسته باشد، به شایستگی‌های انسانی کادر درمان، فرهنگ یادگیری سازمانی و اعتماد نهادی به داده‌های سلامت گره خورده است.
یافته‌های مقاله نشان می‌دهد که هم‌افزایی انسان و الگوریتم — نه جایگزینی انسان توسط ماشین — مبنای خلق ارزش پایدار در سازمان‌های سلامت است؛ پزشکان، پرستاران و مدیران به‌همراه هوش مصنوعی، تصمیم‌گیری بالینی دقیق‌تر، تخصیص بهینه منابع و ارتقای ایمنی بیمار را ممکن می‌سازند. همچنین حکمرانی مؤثر داده سلامت، شفافیت و عدالت سازمانی را تقویت کرده و مبنای اعتماد کارکنان و بیماران به سیستم‌های هوشمند را فراهم می‌آورد.
نوآوری این مقاله، یکپارچه‌سازی چهار محور سرمایه انسانی، یادگیری سازمانی، سلامت کارکنان و حکمرانی داده در یک مدل مفهومی واحد و ترجمه آن برای اقتضائات خاص نظام سلامت است. پیشنهادهای کاربردی برای مدیران منابع انسانی و مدیران ارشد سازمان‌های سلامت و مسیرهای پژوهش آینده نیز ارائه شده است.
